TORTURE AND SECRET-CUM-EXTRA JUDICIAL KILLINGS HAVE BECOME THE FACULTY OF THE POLICE IN ANAMBRA STATE: THE BRUTAL AND OPEN-DAY-MURDER OF CITIZEN ANAYO OKPARA BY ONE OFFICER PRINCE OF HABO/OKPOKO POLICE DIVISION IS NOT ONLY CRIME AGAINST HUMANITY BUT A SERIOUS THREAT AND CHALLENGE FOR YOUR NEW OFFICE: CD CALL FOR JUSTICE
THE CAMPAIGN FOR DEMOCRACY CD SOUTH EAST REGION writes to demand for immediate prosecution of one officer Prince Silas Chijioke of the above mentioned Police/Division who hacked citizen Okpara to his untimely death on 5th December 2013 over his inability to pay the sum of thirty thousand naira demanded by the said officer to facilitate the release of his elder brother Mr. Chizoba Okpara, who was accuse by the office of driving his okada with expired document.
Recall that on 5th December 2013, at about 6pm when Mr. Okpara was returning from Iyiowa-odekpe in Ogbaru L.G.A after he visited a friend, he was arrested by two Okpoko Police Division, the next day being December 6th 2013, Mr. Chizoba went to the Police post with his particulars and one of the Policemen, Prince demanded for the “Purchasing receipt” but he told the police that he did not come along with it, Prince immediately detained him.
Few hours later, Chizoba Okpara wife joy Okpara and his younger brother- Anayo Okpara (28) came for his bail and the said officer Prince demanded the sum of thirty thousand naira (N30,000) for bail but citizen Anayo and Chizoba’s wife pleaded with the officer to collect only five thousand naira (N5,000.00) they could afford, at this point, Prince became furious and ordered them out of the Police post, citizen Anayo and Chizoba’s wife continued to plead until it was very clear to them that Prince would not accept amount less than thirty thousand naira (N30,0000) citizen Anayo left in frustration and told Prince that he could not do more that his ability hence his elder brother is a barber salon while his wife is heavily pregnant.
Angered by this, Prince was said to have pulled a baton and went after Anayo, pulled him by the belt from behind and lifted him up and immediately smashed his head on the ground, Anayo became unconscious and could not breath normal.
Prince at this juncture discovered that he has committed murder, he immediately called other police officer and they took Anayo to nearby Hospital (Goodnews Hospital) along Atani road in Ogbary L.LG.A Anambra state.
This organization learnt that officer Prince returned to the Police Post, released Chizoba, he told this organization that the Doctor informed him that Anayo’s spinal cord had been sinuously injured resulting to paralysis and said he could not handle the case.
Anayo was immediately relocated to another hospital Pieta hospital located at Awada Obosi in Idemili North L.G.A where he was made to undergodiagnosed spinal cord analysis and the Doctor told them that he could not handle the case and they were refer to UNTH Enugu.
Consequenty, Chizoba took his brother Anayo to Okpoko Police division to inform the Division Police Officer (DPO) CSP Emeka Ugwu over the urgly development and to get a police report before taking him to Enugu for further medical attention.
The confused CSP Emeka Ugwu, upon seeing Anayo’s state-of-health and his caudation and hearing what happened, directed the Police responsible for the brutality and rebuked him for taking laws into his hand especially inflicting spinal cord injury to citizen Anayo Okpara for unknown crime; due to lack of financial support to save Anayo’s life, he was again taken back to Goodnews hospital before taken him to other hospital and the Doctor referred them to a hospital in Benin.
They return to Okpoko Police Division to inform the DPO about this development, while at the Police Division, citizen Anayo GAVE-UP-THE GHOST. Anayo corpse was deposited to Toronto Hospital mortuary near Upper-Iweka Onitsha, Anambra State.
The Divisional Police Officer of Okpoko CSP Emeka Ugwu ordered officer Prince to be arrested and later transfer to state CID Awka, regrettable the investigation police officer IPO officer Nwakanobi 08035874735 assigned to the matter has been involve into a marathon unprofessionalism.
This organization call for discreet investigation into suspicious murder of citizen Ebere Nnebedum along Menax Road near Uguta Road, Onitsha who was allegedly shot by men suspected to be Special Anti-Robbery Squad SARS Awkezu on January 20, 2014 over unknown crime.
Consequently, citizen Chizoba Okpala the survival elder brother (a barber) was told to provide a whopping sum of fifty thousand naira N50,000 and another Ten thousand naira N10,000 the officer teamed “AUTOPSY AND INVESTIGATION MONEY”, officer Prince was neither given a room trial or charged to court accordingly.
WE DEMAND AS FOLLOWS:
1. That the cause of the brutal murder of late citizen Anayo Okpala should NOT be compromised or the truth be distorted.
2. That the organization did not have confident on the ability of officer Nwakonaobi to continue investigating the matter; this is in-view of the above issues raise by this organization.
3. That plan by some persons to attribute his death as a natural death should be investigated and we beg to regard this as corporate falsehood, capable of detailing professional wizardry from the skills of the officers, men and women of the state police command.
4. We demand that the survival Okpala be compensated to the tune of Ten Million Naira (N10,000,000.00) and call for total overhauling especially officers who have spend over six(6) years in a particular division.
5. We also warn that this letter is like a TIME BOMB that will detonate positively or negatively in your hand. We trust in your friendly action
